ISSAAS International Symposium and Congress 2011

“A Holistic Approach in Establishing Food Security: Securing Food Supplies to Meet the Future Food Demand of the Increasing Population”

Climate change represents abnormal climatic situations that can affect agricultural production through their impact on temperature changes and water availability. Agriculture in developing countries has received considerable attention recently with regard to climate change because of the high dependence of agriculture on the climate.  Those countries already contend with chronic food problems, and climate change will intensify the existing hunger and food insecurity problems, since it can greatly increase the risk of crop failure and the loss of livestock.

Complex relationships between agricultural sector (food crops and horticulture, forestry, livestock and fishery), atmospheric composition and temperature, combined with the complexities of world agricultural policies and trade, make it difficult to predict the future impacts of climate change on agriculture. Many studies indicate that the increased intensity and frequency of storms, drought and flooding certainly have implications on agricultural production.

In response to the global threat of climate change and food security, the Association of South-east Asia Nations (ASEAN) has endorsed the ASEAN Multi-sectoral Framework on Climate Change (AFCC) in 2009.  AFCC addresses the strategic thrust 6 of the ASEAN Integrated Food Security Framework (AIFS) and the Strategic Plan of Action on Food Security (SPA-FS).

The goal of AIFS and SPA-FS is to ensure long-term food security and to improve the livelihoods of farmers in the ASEAN region, which include the following objectives: increase food production ; reduce postharvest losses; promote conducive market and trade for agriculture commodities and inputs; ensure food stability ; promote availability and accessibility to agricultural inputs; and operationalize regional food emergency relief arrangements.

These AIFS and SPA-FS goals are accommodated into the AFCC goal, which is to contribute to food security through sustainable, efficient and effective use of land, forest, water and aquatic resources by minimizing the risks and impacts of and the contributions to climate change.  Thus, AFCC address food security together with sustainable development of agriculture, good practices for bio-fuel production, and the mitigation and adaptation of climate change in Southeast Asia.

In accordance to the AFCC objectives, the theme of the ISSAAS 2011 International Symposium and Congress is “A Holistic Approach in Establishing Food Security: Securing Food Supplies to Meet the Future Food Demand of the Increasing Population”.  There are four sub-themes will be discussed during the symposium, including: Climate Change and Its Impact on Food and Agricultural Production Emerging Technology in Food Product Development Food Diversification and Local Wisdom Socio-economic Framework for Food Security.
